In an effort to curb the spread of the Covid-19 virus in Kenya, the Kenya Revenue Authority (KRA) has announced that goods imported by members of the Kenya Association of Manufactures (KAM) will be subjected to the green channel treatment at the points of entry/exit. KAM had submitted a list of imported raw materials and intermediate products to the KRA for consideration for the green channel treatment.
This means that such imported cargo will be cleared without routine physical inspection of the goods by the relevant enforcement agencies. This measure has been made necessary by the increase in the number of Covid-19 cases in Kenya, as well as a shortage in raw materials and intermediate products, necessary to manufacture essential products such as hand sanitizers.
Previously, the green channel was reserved for importers with an Authorised Economic Operator (AEO) Status. Such importers were automatically registered for pre-clearance of cargo resulting in expedited cargo clearance processes.
The green channel treatment will be carried out on a selective basis using Risk Management Techniques. Additionally, the cargo will still be subjected to non-intrusive inspection through the use of cargo scanners. KRA estimates that cargo clearance will take between thirty (30) to sixty (60) minutes upon presentation of complete and accurate documents by a Customs Agent.
The imported cargo will however be subjected to Post Clearance Audit.
